Claude Code vs Codex: which $20 plan, which needs fewer fixes, and using both

Claude Pro and ChatGPT Plus both cost $20/month, and both include a coding agent. Here's what each $20 actually buys, what Cursor charges instead, and how to split work between the two.

So which $20 plan gives more usage?

Nobody can answer that from the official pages, and anyone quoting an exact number for both is guessing. OpenAI gives ranges. Anthropic gives a multiple of the Free plan. Usage on both depends on the model, how much of your repo the agent reads and how long the session runs. What the pages do tell you:

Tip from OpenAI's docs that applies to both tools: keep the instructions file short and turn off MCP servers you aren't using. OpenAI says every MCP server adds context to each message and uses more of your limit.

Which needs fewer fixes on a real, messy codebase?

We haven't run a controlled head-to-head on the same messy repo yet, so we won't name a winner or quote a benchmark. Fix rate depends heavily on the model you pick, the context you give it and whether the agent can run your tests. Here's what each tool gives you for messy code, from the vendors' docs:

Claude CodeCodex
Repo instructionsCLAUDE.md read at the start of every session (or an existing AGENTS.md instead), plus auto memory it builds as it worksAGENTS.md, which can be nested by folder so big repos only load what's relevant

Run your own one-hour test

  1. Pick one real bug or small feature in your messiest repo, with a test that currently fails.
  2. Write one short AGENTS.md (build command, test command, folders to avoid). Both tools can read it.
  3. Give each agent the same prompt on a fresh branch, and let it run your tests.
  4. Count how many follow-up prompts you need until the test passes and the diff is something you'd merge. Note how much of your 5-hour limit each one used (/status).

Your own repo is the only benchmark that counts here.

Using both together: Claude to plan and review, Codex to implement

A setup people talk about a lot on X is splitting the job: one agent writes the plan and reviews the diff, the other writes the code. Because Claude Pro and ChatGPT Plus have separate limits, $40/month gets you two pools instead of one, still well under either $100 tier.

  1. One instructions file. Keep your rules in AGENTS.md. Codex reads it, and Claude Code can read it in place of a CLAUDE.md, so both agents follow the same rules.
  2. Plan in Claude Code. Ask for a step-by-step plan and the files it would touch, and save it to a markdown file in the repo.
  3. Implement in Codex. Point Codex at the plan file and have it make the change and run the tests, locally or as a cloud task.
  4. Review in Claude Code. Pipe the diff in (for example git diff main --name-only | claude -p "review these changed files", a pattern from Claude Code's docs) or review the PR, then send fixes back to Codex.

The split also works the other way round. Codex has its own /review and PR review, so you can let Claude Code build and Codex review. Pick whichever direction leaves more headroom on the plan you lean on most.

One privacy note

On Claude's individual plans (Free, Pro, Max), model training is listed as opt-out. In OpenAI's Codex feature table, "no training on API or business data by default" is marked for Business, Enterprise/Edu and API-key use, not for Plus or Pro. If your code is sensitive, check the training setting on whichever plan you choose.

Questions people ask

Which $20 plan gives more usage, Claude Pro or ChatGPT Plus for Codex?

Neither company publishes a number you can compare directly. OpenAI publishes estimated ranges for Codex on Plus, for example 15 to 160 local messages per five hours on GPT-6.1 Sol and 350 to 3,000 on GPT-6 Luna, with weekly limits that may also apply. Anthropic publishes no message count for Claude Pro: it says Pro gives at least 5x the Free plan's usage per five-hour session, adds weekly limits, and shares that pool between Claude chat and Claude Code. Checked October 27, 2026.

How much do Claude Code and Codex cost?

Claude Code comes with Claude Pro at $20/month ($17/month billed annually, $200 up front) and Max from $100/month (5x or 20x Pro usage). Codex comes with ChatGPT Plus at $20/month, and ChatGPT Pro comes in $100, $200 and $500 tiers. Free and Go plans have limited Codex access; Claude Free does not include Claude Code. Prices checked October 27, 2026 on claude.com and developers.openai.com.

Does Cursor have a $20 plan?

No. Cursor's individual plans are Free, Plus at $8/month (Grok models only), Premium at $30/month (4x Plus usage, third-party models billed separately at API list price), Super at $100 and Ultra at $200. Checked October 27, 2026 on cursor.com/pricing.

Which one needs fewer fixes on a messy codebase?

We haven't run a controlled test on the same repo yet, so we won't name a winner. Fix rate depends heavily on the model you pick, the instructions file you give it and whether it can run your tests. Both read a repo instructions file (Claude Code reads CLAUDE.md or AGENTS.md, Codex reads AGENTS.md), and both have a built-in review step.

Can I use Claude Code and Codex together?

Yes. They are separate subscriptions with separate limits, so running both costs $40/month on the entry plans. A common split is Claude Code for planning and review and Codex for implementation. Claude Code can read an AGENTS.md file in place of CLAUDE.md, so one instructions file can serve both tools.
